1.  Requesting approval to re-certify the Affordable Homes of South Texas, Inc. (AHSTI), and Proyecto Azteca as Community Based Development Organizations (CBDO's) within the County of Hidalgo.

2.  Requesting approval to execute the CBDO contracts under round three of the Neighborhood Stabilization Program (NSP3) for Affordable Homes of South Texas, Inc. (AHSTI) and Proyecto Azteca.

BACKGROUND

On October 19, 2010, the U.S. Department of Housing and Urban Development (HUD) announced the release of a third round of funding made available through the Neighborhood Stabilization Program (NSP3).  Hidalgo County Urban County Program solicited comments from the public regarding the proposed activities for the use of the allocated amount of $1,716,924 under the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010.  The public comment period began on February 4th and ended on February 21, 2011.  No comments were received.

As allowed under CDBG regulation 570.204 the UCP, a designated HUD Grantee, has selected to fund two local non-profit organizations for the purpose of undertaking redevelopment activities within Hidalgo County as follows:

 Affordable Homes of South Texas, Inc. (ASHTI) -
 to provide homeownership opportunities for fourteen (14) 
 families between 51-120% AMI within the County of Hidalgo.
 $ 1,041,000
   
 Proyecto Azteca -
 to provide homeownership opportunities for seven (7) families 
 below 50% AMI and one (1) family below 120% AMI within the
 County of Hidalgo.
 $ 504,232
