1. Public Hearing concerning a proposed Budget and Program Amendment for Hidalgo County Precinct No. 4.  The proposed amendment will decrease the Parks, Recreational Facilities activity funding by $374,234.44 and create Flood Drainage Improvements in the amount of $278,234.44 and Street Improvements in the amount of $96,000.00 for their Urban County Program workplan Year 23 (2010).

2. Requesting approval of a Budget and Program Amendment for Hidalgo County Precinct No. 4 Year 23 (2010) Urban County Program workplan.  The proposed amendment will decrease the Parks, Recreational Facilities activity funding by $374,234.44 and create Flood Drainage Improvements in the amount of $278,234.44 and Street Improvements in the amount of $96,000.00.

The proposed amendment for Hidalgo County Precinct No. 4 will decrease the Parks, Recreational Facilities activity funding and create a Flood Drainage and Street Improvements activity for their Urban County Program workplan Year 23 (2010).  A Public Hearing was held on July 26, 2011 at 9:30 am. and citizen participation requirements have been met.  See attached detailed advertised amendment.

The proposed amendment for Precinct 4 Year 23 (2010) will include the following: 

Decrease the Parks, Recreational Facilities activity and create a Flood Drainage Improvements activity that will be used to assist in the funding of a CDBG-R (ARRA) project (Fike pond pump structure) and will add the following to the workplan: 

Construction of a pump station located on Mile 17 North (Chapin Rd.) between Skinner Road and Holmes Road.  This will include but not limited to engineering fees, advertisements, testing and any related appurtenance that pertain to project completion.  

Budget Amendment shall also create a Street Improvements activity that includes the following: purchase and installation of solar lighting to 1.) Colonia Muniz (Trenton Rd. E. of Tower Rd.); 2.) Seminary Village (Village Dr. between Seminary Rd. & Barb Mar Lane); 3.) Colonia San Cristobal (Sharp Rd. between Curry Rd. & Curve Rd.) all within the Precinct No. 4 area.  To include but not limited to engineering fees, advertisements, testing and any related appurtenances that pertain to project completion.
