BACKGROUND
Quintanilla, Headley and Associates, Inc. submitted a best and final offer for professional engineering services for the Water Treatment Plant Improvements (sludge transfer pump, clarifier scrapper motors, air compressor, Scada System) for the 2011 City of Edcouch – Water/Sewer Improvements Project. Quintanilla, Headley and Associates, Inc. was the highest ranked firm by County Commissioner’s Court. Contract approval in the amount of $8,650.00. See attached scope of services and Best and Final Offer Letter.
