The Lower Rio Grande Valley Development Council (LRGVDC) is a regional planning organization designated by the State of Texas as a Council of Governments (COG). It serves the counties of Cameron, Hidalgo, and Willacy and is tasked with developing a “Regional Strategic Plan” for the Lower Rio Grande Valley. This Plan identifies the region’s strengths, weaknesses, trends, goals, objectives, strategies, resources and expected outcomes. This Plan is updated every other year in order to coincide with the State Legislative Session (January, 2013). This procedure is currently ongoing and is being facilitated by the LRGVDC. Many regional projects and services have been accomplished since the inception of the Lower Rio Grande Valley Development Council (LRGVDC) in 1967. The LRGVDC has served as a link between federal and state programs and a means for local units of government to join together in developing services and strategy, thus eliminating duplication of effort and encouraging economic efficiency. In an effort to assess current services and to provide for the continuance of progressive programs the LRGVDC Membership evaluates and adopts the Council's Annual Work Program (AWP).
