Requesting approval of the revised Urban County Program HOME– Homebuyer Assistance Program Policies and authorization to revise as necessary.
BACKGROUND
On July 24, 2013, the US Department of Housing and Urban Development published a change to the Final Rule in the Federal Register. The change amends the HOME Investment Partnerships (HOME) Program regulations and is included within the revised Homebuyer Assistance Program Policy under sections A., M. & N. The changes reflect the requirements provided in the Final Rule that pertain to underwriting, developer capacity and market need. In addition to the changes made to comply with the Final Rule, UCP has also made revisions that serve to strengthen the current policy under to sections B & J. Furthermore, the UCP advisory council met on April 11, 2014 and voted to accept these recommended changes. The revised policies will take effect immediately.
