1) Disclosure of Conflict of Interest for "Home Buyer Assistance Program ” applicant Lydia Casiano 

2) Request approval to enter into a “Home Buyer Assistance Program” Contract with Lydia Casiano contingent upon HUD waiver approval

The Hidalgo County Urban County Program HOME Division is considering awarding down payment/closing costs assistance to Ms. Lydia Casiano for the acquisition of a newly constructed single family home located at the Quality #2 Subdivision in Donna Texas. Ms. Casiano is eligible for this assistance based on qualifying criteria set forth by both the U.S. Department of Housing and Urban Development and the Urban County Program. During application intake, however, it was disclosed that Ms. Casiano is the niece of Urban County Program Monitor Hector Casiano. As per HUD regulations found at 24 CFR Part 92.356(d) the Urban County Program must publicly disclose this action as a conflict of interest and request a waiver from the U.S. Department of Housing and Urban Development. This action will be funded through the HOME – Home Buyer Assistance Program pending the approved waiver.
