1. Hold a PUBLIC HEARING to consider public comments for a proposed budget and program amendment for the Urban County Program – HOME Investments Partnership Program (HOME) for the 2013 Fiscal Year.

2. Requesting approval of a BUDGET AND PROGRAM AMENDMENT for the Urban County Program – HOME Investments Partnership Program (HOME). The proposed budget and program amendment for Fiscal Year 2013 will delete the $200,000 budget of the Rental Program, reduce $50,000 from the Owner-Occupied Rehabilitation Program and increase the budget of the Community Housing Development Organization Program (CHDO).

Hidalgo County – Urban County Program proposes the following budget and program amendment to the HOME Program for Fiscal Year 2013:

The UCP had originally set-aside $200,000 for eligible Rental Program activities and completed a request for proposals and awarding process. After numerous months of negotiation however, the intended recipient of these funds has been unable to meet the terms and conditions of the program agreement. Due to the HOME Program regulatory commitment requirement, the UCP is requesting the deletion of the Rental Program line item ($200,000), a reduction in the Owner-Occupied Rehabilitation Program of $50,000 and a re-allocation of the $250,000 balance to the Community Housing Development Organization (C.H.D.O.) Program. In order to ensure commitment to HOME eligible activities in a timely manner, the UCP recommends this budget amendment.
