From Interlocal:

County agrees to provide all labor, and machinery necessary to complete the Road improvements as described herein.

Prior to commencement of the Road Improvements by the County, the City agrees to provide the purchase of asphalt material necessary for the Road Improvements.

The parties agree that City shall have obligation hereunder to provide asphalt material for the Road Improvements described herein
not to exceed $106,990.00. Any and all other costs deemed necessary for the Road Improvements shall be paid by the County.
