3.  Authority to negotiate a professional engineering service contract with the No. 1 ranked firm of                                                           for the provision of Engineering Service for an Urban County Program Year 35 (2022) Elsa Street Improvements project.

Project consist of street (overlay), installation of culverts, drainage improvement, and adjustment of manholes to include but not limited to adjacent and abutting streets within the same general vicinity.  Other expenditures include professional engineering services, surveying, geo-technical and material testing fees and advertisements etc.
