1. Hold a Public Hearing to consider public comments for Hidalgo County’s request to submit a Performance Statement and Budget Amendment for the Self-Help Center Program Contract #712013 under the Texas Department of Housing and Community Affairs (TDHCA), Office of Colonia Initiative (OCT) – Colonia Self-Help Center (SHC).
2. Requesting approval to submit Performance Statement & Budget Amendment #3 to the Hidalgo County Colonia Self-Help Center Contract Grant #712013 under the Texas Department of Housing and Community Affairs (TDHCA), Office of Colonia Initiative (OCT) – Colonia Self-Help Center (SHC), approval of Resolution No. 2, and authorization for the County Judge to act as the County’s Authorized Signatory in all matters pertaining to the County’s participation in the TDHCA Colonia Self-Help Center Program.

BACKGROUND
The proposed amendment would decrease the number of small repair activities from 27 to 12 assisted properties, allowing for a budget amendment that increases the maximum assistance amount from $3,600 to $9,000 per property. This request is a result from outreach efforts identifying the current maximum assistance amount not being sufficient enough to address the housing needs as they pertain to small repairs, in these colonias. Additionally, the amendment would decrease the number of rehabilitation activities from 8 to 7 assisted properties with no change to the current maximum assistance amount which is $10,000. Numerous outreach efforts indicate that 7 assisted properties supports the demand for this type of assistance by the residents in the colonias mentioned above. The proposed changes are as follows:
