1. Hold a Public Hearing to consider public comments for Hidalgo County Precinct’s No. 1, No. 2, No. 3 and No. 4 proposed substantial budget and program amendments for Fiscal Years 26, 27, & 28 (2013, 2014 & 2015) original work plans. The proposed amendments will delete and/or decrease several public services (subrecipients) under each precinct, due to non acceptance of grant funding and the reallocation of funds into existing activities. The amendments will also create activities and include a new scope of work for Fire Station/Equipment, Rehab Housing - Single Unit Residential and Public Facility and Improvements (San Juan Youth Center) for Precinct No. 2.

2. Requesting approval of a budget and program amendment for Hidalgo County Precinct’s No. 1, No. 2, No. 3 and No. 4, for Fiscal Years 26, 27, & 28 (2013, 2014 & 2015) original work plans.

A Public Hearing will be held on February 3, 2016 at 9:30 A.M. and citizen participation requirements will be met. Hidalgo County Precinct’s No. 1, No. 2, No. 3 and No. 4 proposed budget and program amendments for Fiscal Years 26, 27, & 28 (2013, 2014 & 2015) original work plans:

Precinct No. 1

FY 28 (2015)
Delete - Senior Services – Foster Grandparent Program activity by $8,000.00, Public Service (General) LUPE activity by $10,355.00, decrease - Public Service (General) Girl Scouts activity by $3,475.00, due to non acceptance of grant funding. Delete - Park Recreational Facility activity by $20,000.00 and increase - Street Improvements funds by $41,830.00.

Precinct No. 2

Year 26 (2013)
Decrease -Street Improvements funds by $49,424.17, create - Fire Station/Equipment line item in the amount of $49,424.17 and add the following scope of work: the purchase and delivery of a brush truck for the City of Hidalgo Volunteer Fire Department.

Year 27 (2014)
Delete - Street Improvements line item by $353,025.99, create a Public Facility & Improvements line item in the amount of $313,653.16, add the following scope of work: the construction of a new youth center located within the City of San Juan, to include but not limited to related appurtenances such as professional engineering services, material testing fees and the purchase of materials as they relate to project completion. Create a Fire Station/Equipment line item in the amount of $39,372.83 and add the following scope of work: the purchase and delivery of a brush truck for the City of Hidalgo Volunteer Fire Department.

Year 28 (2015)
Delete Public Service (General) LUPE activity by $9,698.00, Senior Services – Foster Grandparent Program activity by $3,500.00, Public Service (General) Arise South Tower activity by $10,000.00, and Public Service (General) Proyecto Azteca activity by $10,000.00, due to non acceptance of grant funding. The amendment will also create a Rehab: Housing – Single Unit Residential Activity in the amount of $33,198.00 and add the following scope of work: Funds shall be utilized for small home repairs for qualified individuals in the Precinct 2 jurisdiction.


Precinct No. 3

Year 28 (2015)
Delete - Public Service (General) LUPE activity by $10,750.00, decrease the Public Service (General) Girl Scouts activity by $1,940.00, due to non acceptance of grant funding and increase the Street Improvements activity by $12,690.00.

Precinct No. 4

Year 28 (2015)
Delete - Public Service (General) LUPE activity by $4,500.00, decrease the Public Service (General) Girl Scouts activity by $2,610.00, due to non acceptance of grant funding, and increase the Park, Recreational Facility activity by $7,110.00.
