Discussion and action on allowing the replacement of existing substandard units with new manufactured housing units.
BACKGROUND
The County of Hidalgo Urban County Program (UCP) Owner Occupied Rehabilitation Program has recently begun to experience a high number of applications from families living is substandard manufactured housing units. As per the HOME Final Rule, 24 CFR Part 92.2, through a "reconstruction" activity, a substandard housing unit can be replaced with a new or standard unit of manufactured housing. As such, the UCP is requesting approval to provide the above mentioned service.
