a. Requesting exemption from competitive bidding requirements under Tx. L GC, Ch. 262, Sec.024(a)(3) for the purchase of a CAT generator system upgrade.
b. Approval to purchase a CAT Power Generator System Upgrade located at the Hidalgo County Sheriff's Office as proposed by exempted vendor HOLT CO d/b/a HOLT TRUCK CENTER in the amount of $124,918.45.
BACKGROUND
An onsite assessment was conducted on 5/27/2016 through PO#742862 by Holt-CAT Truck Center and found the following system components in-operable: "ISO switchgear touch screen panel", "Power Inverter", and the "TSP 201 Module". In addition, the parts for the existing Transfer Switch and the Components mentioned herein are no longer available which is a contributing factor for the system upgrade requirement and for the state of emergency.

L GC, Ch. 262, Sec.024(a)(3) - "an item necessary because of unforeseen damage to public property", and (7) -"an item that can be obtained from only one source, including" - (B) films, manuscripts, or books -(D) "captive replacement parts or components for equipment;" and (11) "vehicle and equipment repairs"
Req# 304769 - purchase to include parts, labor, software and travel as an emergency purchase to avoid a power outage and to secure the security and safety of the general population at this facility.
