BACKGROUND
Pending attachment of vendor's sole source letter and affidavit.
Purchase of Repairs / Upgrade through Requisition#304769 includes parts, labor, software, installation, and travel as an emergency purchase to avoid a power outage that would present an un-secure and unsafe condition. The Holt-CAT Quote is only a quote and does not require any signatures but only a signed purchase order.
Necessary repairs / upgrade was discovered through an on-site assessment conducted by Holt-CAT on 5/27/16 through PO#742862.
Requesting exemption from competitive bidding requirements under Texas Local Government Code, 262.024 (a) (7), and item that can only be obtained from one source, and (A) "Items for which competition is precluded because of existence of patents, copyrights, secret processes or monopolies".
