BACKGROUND

1.  Ms. Heidi Ortiz, Purchasing Department staff member drafted the document working closely with TXDOT Pharr District.  To our knowledge only local political subdivision [state/city/county/etc.] to have successfully completed this document;

2.  Due to Zimbra problems, approved TXDOT document will be attached when it arrives.
