Presentation of a report by Hidalgo County's consultant, Robert Pena,Texas Energy Consultants for the purpose of procuring a new electric energy provider [current contract w/Reliant expires 11/19] for County [to include all applicable/eligible departments, programs and/or agencies] for discussion on different options and methods for direction/action by CC on how to proceed to secure proposals:
a. Solicit proposals from awarded vendors through purchasing cooperatives, state programs, aggregation pool so as to eliminate the need to publish ads [and thus meet the competitive procurement statutes]; or, in the alternative;
