Discussion and approval of Attachment D RTS Workstation Lease Agreement for the use of State of Texas Automation Equipment by and between the Texas Department of Motor Vehicles and the County of Hidalgo.  This attachment reflects thirty (30) additional leased registration and titling systems. 

Hidalgo County has an agreement in place with TxDMV to lease additional equipment for providing services related to the operation of the automated registration and titling system.  This is in accordance with Texas Transportation Code Sec 520.0093.  The agreement between the County of Hidalgo and the State of Texas Registration and Title System reflects thirty (30) RTS systems that will be located at the County Tax Office various locations and Full service deputy BridgePoint Insurance Agency & Permit Center locations.    The full service deputy sub-leases from the county all receipt printing equipment (Point of Sale Workstation) and supplies needed for issuance to the public by the full service deputy vehicle registration renewals and title transfers.  The county currently has one hundred and seven (107) RTS workstations.  Seventy seven (77) RTS systems are part of the fair share program and covered at the state’s expense.  Hidalgo County is currently leasing fifteen (15) RTS workstations.  BridgePoint Insurance is currently sub-leasing from Hidalgo County fifteen (15) RTS workstations.

Total Cost of leasing a basic RTS workstation is $361.  The total due by Hidalgo County is $5,415.00.  For workstations that are leased by the county for placement in a full service deputy office, there is an additional annual cost of $4,260 per full service deputy site, per year to cover the T1 circuit cost.  The Total due by the Full Service Deputy is $18,195.00.  Lease charges are billed annually on the county’s annual invoice.
