Requesting approval to authorize the Urban County Program Director to enter into an Information Sharing Access Agreement (ISAA) with The Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA).

Hidalgo County Urban County Program (UCP) entered into contract (No. 18-419-000-B128) with the Texas General Land Office (GLO) to provide reconstruction activities of single-family housing units. In the development of the General Land Office (GLO) Housing Guidelines, program requirements dictate that our office include a “Duplication of Benefits (DOB) Review” procedure.  This process involves the identification of applicants that received financial assistance from FEMA, SBA, insurance or any other source. As such, we hereby request authorization from County Commissioner’s Court to enter into an agreement with the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) to provide Hidalgo County Urban County Program (UCP) with the relative FEMA data.
