1. Discussion, consideration and approval of the Memorandum of Understanding between the Food Bank of the Rio Grande Valley, Inc. and the County of Hidalgo for donation management services.
2. Authorization for the County Judge, as authorized official, to sign the Memorandum of Understanding.
3. Authorization and approval to appoint Donations Coordinator for ESF-7, Logistics of the Emergency Management Plan.

BACKGROUND
Should a major disaster or a lesser emergency occur where individuals may want to donate money, goods, and/or services to assist the victims or participate in the recovery process. The amount of donations could be sizable, and we could face extreme difficulties in receiving, storing, securing, sorting, transporting, accounting for, and distributing the donations to the disaster victims and supervising volunteer workers desiring to assist in the efforts.
Hidalgo County does not wish to operate a system to collect, process, and distribute donations to disaster victims so therefore we request to enter into a Memorandum of Understanding with the Food Bank of the Rio Grande Valley to assist with donations management to best assist the needs of the residents of Hidalgo County affected by the disaster.
Therefore we request to appoint a Donations Coordinator that has successfully handled donations in the past. The appointment will remain in force until terminated by either party.
