A. Requesting the exemption from competitive bidding requirements under Texas Local Government Code 262.024 (a)(7) an item that can be obtained from only one source;.  

B.  Approval of the Sole Source Designation of Palm Valley Animal Center for the provision of: Impound and Quarantine of Small Animals in Hidalgo County;

C. Acceptance and approval of contract C-21-160-12-28 with Palm Valley Animal Center effective 01/01/2022 - 12/31/2023 for "Hidalgo County - Impound and Quarantine of Small Animals" subject to HC/DA/Civil Section final review and approval as to legal form.

Introduction to Palm Valley Animal Center’s / Best Friends Animal Society team to include a brief update of the forth coming projects with Hidalgo County and development of a Community Program which include efforts that has TNRP a program in which community cats are humanely trapped, evaluated, vaccinated, sterilized, and marked by an identifying notch in the left ear, all administered by a veterinarian, and returned to the trap location.
 
Cats are treated to prevent any future production of offspring, and are returned to their original colony. The colony population size remains stable. When all cats are spayed, neutered, and returned to a colony, the population size will gradually decrease as offspring are no longer produced.
