Presentation and approval of the FY 2024 Consolidation Annual Performance and Evaluation Report (CAPER) for submission to the U.S. Housing and Urban Development (HUD).

The Consolidated Annual Performance and Evaluation Report (CAPER) is an annual report required by the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG), HOME Investment Partnerships Program, ESG, and other federal funding programs.
The CAPER provides a comprehensive overview of activities undertaken during the fiscal year under HUD-funded programs, including:

• Progress toward meeting the goals and objectives outlined in the Consolidated Plan;
• Performance measures, including the number of households and individuals assisted;
• Financial expenditures of federal funds;
• Accomplishments of Community Housing Development Organizations (CHDOs) and other subrecipients;
• Challenges or delays in program implementation and mitigation strategies.

Submission of the CAPER to HUD is a requirement for continued funding and ensures compliance with federal regulations (24 CFR Part 91). HUD uses the CAPER to evaluate the effectiveness of local programs in addressing housing, community development, and homelessness needs
