Requesting approval to award and enter into a construction contract with South Texas Water Well Services, LLC. The lowest responsible bidder in the amount of $281,650.00 utilizing CDBG funds from Fiscal Year 2024 Hidalgo Water/Sewer Improvements Funds.

1.) The bid opening was held on October 22, 2025 and the lowest responsible bidder meeting all specifications and/or requirements was South Texas Water Well Services, LLC. Project consists of water/sewer improvements. Attached is letter of recommendation by the project engineer Fulcrum Consulting Services, LLC. and contractor’s general liability insurance.
