Discussion, consideration, and possible action approving, the Urban County Program to award and enter into a construction contract with Saenz Brothers Construction LLC, the lowest responsible bidder, in the amount of $427,131.00, utilizing funds awarded to Hidalgo County by the Texas Department of Agriculture (TDA) under Contract No. CFC24-0082 for the 2024 Colonia Fund Construction Program TXCDBG-DR funding, subject to compliance with HB 1295 and subject to legal approval.

The bid opening was held on August 5, 2026 and the lowest responsible bidder meeting all specifications and/or requirements was Saenz Brothers Construction LLC. Contract includes the award of Base Bid, Alternate #2 and Alternate #3. Please see attached letter of recommendation by HCDD#1, project engineers and contractor’s general liability insurance.
