1.       Requesting exemption from competitive bidding requirements under the Texas Local Government Code 262.024 (a) for professional services with Hinojosa Engineering in connection with all FY 18and 19 (2005 & 2006) projects.

The Hidalgo County Precinct No.3 is requesting approval for professional services agreement with Hinojosa Engineering of 108 W. 18^th Mission, TX, for Engineering Services for Street Improvements related to all construction as identified in Exhibit “A”.  Projects will be separated in phases utilizing funds from 2005 and 2006. Hinojosa Engineering was the highest rated from 3 firms. Project will consist of Phase I and Phase II and contracts will be awarded in separate phases. Attached is Exhibit “A” outlining the scope of services and priorities for phase I of this request in the amount of $58,018.65.

Phase I:                1.                Los Ebanos Rd. (9ML to 10ML)

                                2.                Abram Rd. (7ML to 8ML)

                                3.                 2 Mile Line (FM492 to Abram Rd.)

Hidalgo County Pct. #3 and Urban County Staff recommend approval.

Available funds are FY 18 & 19 (2005, 2006) in the amount of $ 446,164.13.
