CAPTION

1. Approval to accept the Award Cooperative Agreement (G09SS0002A) between Hidalgo County and the Executive Office of the President-Office of National Drug Control Policy for FY 2009 (grant period 1-1-09 to 12-31-2010) in the amount of $316,125.00, which represents 43% of the funds requested for the budget year 2009.  The remainder of funds will be awarded upon the completion of the federal governments' approval of the national budget.

2. Approval of appropriation of funds for the Hidalgo County HIDTA Task Force in the amount of $291,198.00 for fiscal year 2009, fund 1291 program no. 003.

3. Approval of Salary Schedule for the HIDTA Task Force, fund 1291 program no. 003. 

4. Approval of appropriation of funds for the Hidalgo County HIDTA Task Force for fiscal year 2009, fund 1291 program no. 015, in the amount of $3,655.00 to fund out of county travel and registration fees expenditures.

5. Approval to accept the HIDTA Task Force STX Director's Administrative Support Element grant award for fiscal year 2009 (grant period 1-1-09 to 12-31-2010) in the amount of $21,272.00.

6. Approval of appropriation of funds for the HIDTA Task Force STX Director's Administrative Support Element grant for fiscal year 2009 in the amount of $21,272.00, fund 1291 program no. 009.

7. Approval of Salary Schedule for the HIDTA Task Force STX Director's Administrative Support Element grant, fund 1291 program no. 009.

8. Approval of Salary Schedule for the HIDTA Chapter 59, fund 1251 program no. 011.

BACKGROUND

Consistent with Pub. L. 110-329, The Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, provides a total budget and spending ceiling as reflected in Block 10 of the Grant Award document, which represents funding at the rate of 43% of the fiscal year 2009 funding level.  Accordingly, the sum of all budgets can not exceed the award amount reflected in Block 10 of the award document.  The Office of National Drug Control Policy acknowledges that the aforementioned funding level is below stated budget requirements; however, additional funding can not be made available until enacted through public law.

Note:  Budgeted Salaries for FY 2009 will take effect during April 2009, once the FY 2008 funds are exhausted.  Change of Status forms will be submited to DBM and Payroll accordingly.

Various positions are being paid from both funds 1291 & 1251.
