Requesting approval to award funding and execute the CBDO Contracts under the Neighborhood Stabilization Program for Affordable Homes of South Texas, Inc. (AHSTI), and Proyecto Azteca.
BACKGROUND
The Urban County Program requested proposals from organizations meeting the Community-Based Development Organizations (CBDO's) designation requirements for participation in the Neighborhood Stabilization Program (NSP) created under Title III - Emergency Assistance for the Redevelopment of Abandoned and Foreclosed Homes in the "Housing and Economic Recovery Act of 2008" (HERA) benefiting low to moderate-income families on February 23, 2009 and March 2, 2009. A committee evaluated the proposals received. Among the criteria used in the evaluation process was the organization's capacity and past experience in performing eligible activities under the NSP regulations. The proposed funding level for each CBDO is as follows:

| Proyecto Azteca | $ 716,765 | to provide homeownership opportunities for families below 50% AMI within the County of Hidalgo. |
