The Urban County Program is requesting approval and award of contract to H2O Construction Services, Inc. in the amount of $95,830.00 for the Water/Sewer Improvements in the City of Weslaco, utilizing Year 21 (2008) funds. The project consists of the installation of upgraded sewer lines and street resurfacing at Los Toritos Street and Hidalgo Street in Weslaco, Texas.
BACKGROUND
City of Weslaco has requested and received bids for the water/sewer improvements. S& B Infrastructure Ltd., is the project engineer and recommends H2O Construction Services, Inc., as the lowest of nine (9) bidders. Although it is with reservations that the award is recommended, due to the difference between the second lowest bid being $43,970.00; which they consider to be a substantial difference. (See attached recommendation letter from S & B Infrastructure, and copy of bid tabulations.)
