1.  Requesting with reccommendation to reject all Statements of Qualifications and/or Proposals received for Planning Services for Precinct #1 on behalf of the City of La Villa;

2.  Consideration and Authorization to solicit through publication of a  Request for  Proposals professional consulting services including, but not limited to the following services and/or studies: Utility Rate Study, City Ordinance Development, Planning  and Zoning Guidelines, Street Master Plan and Economic Development Plan for the City of La Villa Utilizing Year 19 (2006) Urban County funding as administered by Precinct #1.

Two (2) Statements of Qualifications & Proposals were received at the Hidalgo County Purchasing Department on December 13, 2006 for Planning Services for the City of La Villa.  As per legal counsel, wording in the proposal was contradictory (Consulting Services rather than Professional Services). Due to the discrepancy, Urban County Program is requesting to reject all Statements of Qualifications & Proposals received and re-advertise.  The specific services to be solicited include a Utility Rate Study, City Ordinance Development, Planning and Zoning Guidelines, Street Master Plan and Economic Development Plan.

Request to reject and re-advertise is being requested by UCP Staff.
