The HOME Division of the Urban County Program proposes the approval of the County of Hidalgo Urban County Program – Disaster Recovery Program (DRP) Housing Guidelines.
BACKGROUND
The Disaster Recovery Program (DRP) was established in September 2008 by Congress as supplemental funding for "necessary expenses related to disaster relief, long-term recovery, and restoration of infrastructure, housing and economic revitalization in areas affected by hurricanes, floods, and other natural disasters occurring during 2008”. The Urban County Program has been awarded 2 million dollars by the Texas Department of Housing and Community Affairs (TDHCA) in order to provide housing services for victims of Hurricane Dolly within Hidalgo County.
The UCP will utilize Disaster Recovery funds to undertake Owner Occupied Rehabilitation and/or Reconstruction for properties within Hidalgo County, effected by Hurricane Dolly. The effects of this natural disaster were felt throughout the County, devastating hundreds of subdivisions and colonias. The housing activities to be undertaken will vary depending upon the need of each property but may include rehabilitation, demolition and reconstruction and/or replacement, if deemed necessary. The primary objective is to ensure that each family is placed in a habitable home that conforms with standard specifications including local and state building codes, housing quality standards (HQS), energy efficiency and necessary elevations to meet flood zone requirements.
To strengthen the administration and management of the Disaster Recovery Program, the HOME Division has developed Housing Guidelines.
