1. Requesting exemption from competitive bidding requirements under the Texas Local Government Code 262.024 (a)(4) for professional engineering services in connection with Hidalgo County Urban County Program Years 20 (2007) and 21 (2008) for the Precinct No. 2 - Street Improvements Project (El Charro No. 2 S/D – Inca St).

2. Presentation of the scoring grid of at least three (3) engineering firms from the County’s approved “pool” as graded and evaluated by Precinct No. 2, Urban County Program and Hidalgo County Purchasing Department for the purposes of ranking by CCC in connection with an Urban County Program Street Improvements Project (El Charro No. 2 S/D – Inca St) in Precinct No. 2.

3. Authority to negotiate a professional engineering service contract with the No. 1 ranked firm of ______________  for the provision of engineering services for an Urban County Program – Precinct No. 2 - Street Improvements Project (El Charro No. 2 S/D – Inca St).

Precinct No. 2, Urban County Program and Hidalgo County Purchasing Department have evaluated and graded three engineering firms from the County’s approved “pool”. R. Gutierrez Engineering Corporation, Noe Garza Engineers, Inc. and Javier Hinojosa Engineering were the three firms.  The Street Improvements Project includes reconstruction of streets and related appurtenances such as curb & gutter, drainage, sidewalks and lighting for El Charro No. 2 Subdivision located within Precinct No. 2.  Attached is the letter of recommendation from the Precinct No. 2 and the Grading grid for your review.

Funds Available:        $ 97,287.51 FY 20 (2007) – Street Improvements – Precinct No. 2 
                                  $ 106,822.07 FY 21 (2008) – Street Improvements – Precinct No. 2 
                        Total: $ 204,109.58
