1. Requesting exemption from competitive bidding requirements under the Texas Local Government Code 262.024 (a)(4) for Professional Engineering Services;

Presentation of the scoring grid for the purposes of ranking by Commissioners’ Court of at least three (3) engineering firms from the County’s approved “pool” as graded and evaluated by Urban County Program, Precinct No. 3 and Hidalgo County Purchasing in connection with and funded through Hidalgo County Urban County Program Year 22 (2009) Precinct No. 3 Street Improvements.

3. Authority to negotiate a Professional Engineering Service contract with the No. 1 ranked firm of _____________________ for the provision of engineering services for a Hidalgo County Urban County Program Precinct No. 3 Street Improvement project.

The three engineering firms from the County’s approved “pool”, Javier Hinojosa Engineering, Rodriguez Engineering and R.E. Garcia & Associates, were rated for the 2009 Street Improvement project, 2 Mile Line (Orange Grove) from FM 492 to La Homa Road, in Precinct No. 3.   See attached Grading-Scoring Grid.
