CAPTION
Discussion, consideration and action authorizing the County Judge to sign the Letter of Intent with AEP's partner, CLEAResult, to provide direct support, tools, and training necessary to help Hidalgo County 1) identify, evaluate and undertake energy efficiency improvements, 2) evaluate energy efficiency proposals from vendors, 3) overssee opportunities throughout completion, and 4) understand how to leverage energy savings to finance projects, including potential financial incentives.
BACKGROUND
In 1999, the Texas Senate passed Senate Bill 7 requiring investor-owned electric transmission and distribution utilities in the State of Texas to offer energy efficiency incentive programs to their customers, with the goal of reducing peak electrical consumption. This NO-COST program is available to commercial electrical distribution customers, including counties. Regionally, this program is entitled the AEP –TCC Commercial Solutions Program.

BUDGETARY IMPACT:
CLEAResult agrees to provide these services at no cost to the Partner with the understanding that the Partner will exert its best efforts to complete the applicable steps below and implement cost-effective energy efficiency recommendations.** CLEAResult will assist to locate funding sources to enable the Partner to complete capital projects and use utility incentives to offset the capital cost of energy efficient systems.
