Requesting authorization to amend the contract with The Salvation Army and the Hidalgo County Urban County Program. The amendment would reduce the total contract by $310,887.21 awarded for the Homeless Prevention & Rapid Re-Housing Program (HPRP). Amount available for use by The Salvation Army is $99,913.67.

BACKGROUND

UCP is requesting authorization to amend the contract with The Salvation Army under HPRP Program funds. HUD requires that a total of 60% of the HPRP funds be spent by July 20, 2011.  The Salvation Army expenditure ratio is at 6%.  We are therefore, recommending the recapture of funds so that we can re-allocate these funds to other non-profit agencies that will help the County meet its threshold.

Contract amount awarded:    $ 410,800.88
Amount De-obligated:               310,887.21
New Contract Amount:           $   99,913.67 

We recommend approval.
