BACKGROUND
24 CFR Part 135 establishes standards and procedures to ensure that Section 3 objectives are met. The Rio Grande Valley Entitlement Communities, comprised of the Cities of Brownsville, Edinburg, Harlingen, McAllen, Mission, Pharr and San Benito as well as the County of Hidalgo Urban County Program, have formed a cooperative relationship to address programmatic requirements related to HUD-formula programs.
