CAPTION
1. Requesting authorization to accept the attached Public Health Emergency Preparedness grant contract Amendment #2011-038671-001B. The purpose of this Amendment is to extend Hidalgo County's current contract to August 31, 2012 to align with the state Fiscal Year, extend equipment encumbrance date, reallocate funds to reflect actual expenditures, add additional equipment and to change Contractor's name to Hidalgo County. This Amendment does not increase or decrease the total grant award. The effective date of this Amendment is May 15, 2012.
2. Approval of the attached Budget Amendment.
3. Approval to create one (1) full-time Strategic National Stockpile Coordinator position, slot no. 0016, grade 11.
4. Approval to add the Strategic National Stockpile Coordinator classification to the Hidalgo County position inventory.
5. Approval of the revised salary schedule.
BACKGROUND
Initial PHEP grant contract was approved by CC on 07/26/11 via AI-27641.
PHEP grant contract amendment 001A was approved by CC on 03/27/12 via AI-31535.
This Amendment (001B) was initiated by TDSHS to realign the grant periods to match the state fiscal year.

BUDGETARY IMPACT:
This grant award requires a 10% match which has already been appropriated (ref. AI-27641 & AI-31535). This Amendment does not increase or decrease the total grant award. Funds available for transfer as of 5/2/12, see attached Salary Analysis.
The Proposed Budget Amendment reflects a reduction to the salary and fringes benefits accounts as per the Department of State Health Services's Categorical budget change request. Funds to cover the salary and related fringe benefit expenditures for the proposed Strategic National Stockpile Coordinator position will be transferred at a later date from the lapsed funding available within salary related accounts.
