CAPTION
1. Urban County Program (UCP) is requesting Commissioner’s Court consideration and approval to appoint the UCP Executive Director as the Program Compliance Officer to ensure compliance for the following:
a. Compliance Officer(s) regarding nondiscrimination requirements contained in the Department of Housing and Urban Development (HUD) regulations implementing Section 504 & Equal Opportunity/Fair Housing Officer(s),
b. Labor Standards Officer(s) for HUD, General Land Office (GLO), Texas Department of Agriculture (TDA), and the Texas Department of Housing and Community Affairs (TDHCA) projects, and
2. Consideration and approval to authorize the County Judge to sign any and all documents associated with the compliance officer appointments.

BACKGROUND
As required by the State of Texas, the Hidalgo County Urban County Program must appoint compliance officers to ensure compliance with the following: (1) Section 504 which prohibits disability discrimination by any program or activity that receives federal/state funds, (2) the designation of a Labor Standards Officer to ensure compliance with all applicable Federal labor standards provisions on contracts covered by Davis-Bacon requirements and to act for and in liaison with TxCDBG. Please see attached forms be used for the designation of officers.
