Requesting approval to amend the 2009 Community-Based Development Organization Agreement for the Neighborhood Stabilization Program (NSP) between the County of Hidalgo Urban County Program (UCP) and Proyecto Azteca, a non-profit corporation, by increasing the agreement by $50,000 for a total contract amount of $781,100.00.
BACKGROUND
The UCP received funding for NSP on January 30, 2009, from HUD (Grant #B-08-UN-48-0501) in the amount of $2,867,057, for the redevelopment of abandoned and foreclosed homes under the Housing and Economic Recovery Act, 2008. One of the grant provisions states the UCP must expend and/or incur 100% of the program funds by the contract end date (March 27, 2013).
In order to distribute these funds for the benefit of low-moderate income families within the County, the UCP entered into two (2) CBDO agreements with Proyecto Azteca (March 27, 2009) and Affordable Homes of South Texas, Inc. (March 27, 2009). The CBDO Agreement between the UCP and Proyecto Azteca stipulates that a total of 12-15 households should be assisted. To date, a total of 13 properties and families have been identified to receive this assistance. In order to meet the expenditure deadline and assist another low income household, the UCP is requesting the reallocation of $50,000 from the existing UCP Administration line item (Grant # B-08-UN-48-0501) to the 2009 CBDO Proyecto Azteca Agreement.
