Requesting approval to submit a Performance Statement & Budget Amendment #1 to the Hidalgo County Colonia Self-Help Center Contract Grant #712013 under the Texas Department of Housing and Community Affairs (TDHCA), Office of Colonia Initiative (OCT) – Colonia Self-Help Center (SHC).

A Contract Performance Statement and Budget Amendment is necessary due to the amount of empty lots located within the five (5) targeted colonias to assist with this grant. Additionally, since the execution of the contract date on July 26, 2012, the anticipated service provider, Proyecto Azteca, is expected to receive over four hundred thousand ($400,000) to leverage with this grant. The funds shall be used for purchasing lots, construction hard costs and in-kind construction labor. The in-kind labor is not part of the leveraged $400,000.

The Performance Statement and Budget Amendment will reallocate funding within categories and will not affect the total number of beneficiaries. The proposed changes are as follows:
