1) Hold a Public Hearing to consider public comments for Hidalgo County Precinct No. 4’s proposed budget and program amendment for fiscal years (2008, 2011 & 2012) to decrease Street Improvements funding and increase the Parks, Recreational Facility Improvements line item.
2) Requesting approval of a budget and program amendment for Hidalgo County Precinct No. 4 for fiscal years (2008, 2011 & 2012) to decrease the Street Improvements line item and increase Parks, Recreational facility improvements line item allowing for additional funding to the Sunflower Park Project.

BACKGROUND
A Public Hearing was held on December 3, 2013, at 9:30 A.M. and citizen participation requirements have been met. Cancellation of the street improvements to Moises Flores Street and Owassa Road will increase the Parks, Recreational Facility Improvements allowing additional funding for the Sunflower Park project. The Sunflower Park project has a $620,514.80 allocated. The additional amount of $293,904.13 will increase the funding to a total to $914,418.93. The project is underway and funds have been encumbered for the purchase of playground equipment as well as for the architectural firm. The project is currently in the bidding stage of the construction phase.
