1. 2014 CEAP contract is for $3,638,330.00 for energy assistance through two components, the Utility Assistance Component and the Household Crisis component. Furthermore, this year HHS has determined that LIHEAP is a federal public benefit program so therefore PRWORA [Personal Responsibility and Work Opportunity Reconciliation Act of 1996(PRWORA "the Welfare Act" P.L. 105-193.) created two categories of immigrants for federal public benefits eligibility purposes: "qualified" and "non-qualified." The law prohibits non-qualified immigrants from enrolling in most federal public benefit programs.]  applies to CEAP. We are required to verify the immigration status of all applicants for "federal public benefits." Welfare Act 432, 8 USC 1642(b). We are further required to use SAVE [Systematic Alien Verification for Entitlements] verification process to check immigration status.
