BACKGROUND
Precinct 2 is currently in the process of obtaining a license from the United States International Boundary and Water Commission (IBWC) for the Pct 2 Tower Rd project, however, in order for the IBWC to issue the license to construct a new roadway across the IBWC floodway we must first obtain a permit from the US Army Corp of Engineers.
