BACKGROUND
The Hidalgo County Urban County Program on behalf of the City of Alton plans to utilize unexpended Section 108 funds for economic development project to increase the wastewater treatment capacity of the City of Alton, and for public/private economic development project for the establishment of a food manufacturing plant in the City of Alton.
