BACKGROUND
The MOU with the American Red Cross (ARC) provides the framework for cooperation and support between the ARC and the Hidalgo County Office of Emergency Management (OEM) in preparing for, responding to, and recovering from emergencies and disasters. The roles and responsibilities of the ARC and OEM are outlined in the Memorandum of Understanding.
