1)  to promptly relieve the necessity of the citizens or to preserve the property of the county; and/or
2)  preserve or protect the public health or safety of the residents of the county; and/or,
3)  an item necessary because of unforeseen damage to property;

A.  contracting of vacuum trucks
B.  rental of equipment (pumps/hoses)
C. engagement of Ashbritt through City of Kingsville Mutual Aid Agreement and Tetra Tech if applicable
