BACKGROUND
On April 6, 2015, while conducting official County business, Irineo Ramos was a passenger in a county vehicle and Gilbert Cano was the driver. Cano tried fueling the county vehicle but the fuel card was not working. At this time Ramos paid for the fuel from his own personal funds.
