Ratification for all applicable HC Elected Offices, Departments, Agencies or Programs [through all funding sources] of City of Elsa utility services [including or not limited to: water, sewer, garbage/trash collection, etc.] for the purpose of authorizing bill payments to the City of Elsa for each applicable account..

BACKGROUND

1.  Numerous Pct. #1 area accounts are utilizing City of Elsa Utility services;
2.  Original or current applications for service requests are being requested for documentation from the City of Elsa;
3.  Historically these invoices are being paid through direct payments without POs.;
4.  Trash collection services are being provided through a third party awarded by the City of Elsa with supporting documentation attached herein.
