1.  CSBG Contract #617554 is for contracted operations in Starr and Zapata Counties on an interim basis funded by TDHCA. (Community Services Block Grant)

2.  CEAP Contract # 587555 is for contracted operations in Starr and Zapata Counties on an interim basis funded by TDHCA. (Comprehensive Energy Assistance Program)

3.  Request to hire Temporary Eligibility Workers to meet the interim obligation period of this contract and to do so from pre-existing staff from Starr and Zapata Counties.

4.  Requesting electronic authorization for all programmatic data between CSA and funding source.

1.  Texas Department of Housing and Community Affairs has issued this contract on an Interim Basis for emergency services to address the needs of the low-income persons residing within those two counties and should be in effect through December 31, 2007 for a combined total of $85,000 dollars.

2.  Texas Department of Housing and Community Affairs has issued this contract on an Interim Basis for emergency services to address the energy needs of the low-income persons residing within those two counties and should be in effect through December 31, 2007 for a combined total of $75,066 dollars.

3.  We need three temporary workers to serve the clients within a 90-day frame. Time is of the essence and we need to start immediately. There is no time to train. Approximately, 200 employees are still unemployed as a result of the termination of this contract however about 10 were directly involved with this program. Therefore, it is recommended to consider, if possible, a selection from any of these 10 that may be available.

4. Request for authorization to allow me to download hard copies of contracts, reports, and to sign-off between CSA and funding source.
