1. Requesting exemption from competitive bidding requirements under the Texas Local Government Code 262.024 (a)(4) a professional service for Materials Testing Services in connection with Hidalgo County Urban County Program Year 17 (2004) & 18 (2005) for a Street Improvements Project in the City of Palmview.

2. Presentation of the scoring grid (of at least three (3) Material Testing firms from the County's approved "pool" as graded and evaluated by the City of Palmview) for the purposes of ranking by Commissioners' Court in connection with an Urban County Program Street Improvements project in the City of Palmview.

3. Authority to negotiate a Materials Testing Service contract with the No. 1 ranked firm of _____________________ for the provision of material testing services for a City of Palmview Street Improvements project.

The City of Palmview has graded three material testing firms from the County's approved "pool'. Raba-Kistner Consultants, Drash Consulting and Millenium Engineers, were rated for the 2004 & 2005 Sun Valley Street improvement project in the City of Palmview.
