Requesting approval to suspend applicable notice provision of the Citizen Participation Plan to implement and allow for expedited procedures to the substantial amendment process of consolidated plans in order to alleviate or prevent serious damages or threat to human life or property. The Hidalgo County Urban County Program is processing a Substantial Amendment for FY’s 2015, 2016, 2017, 2018, & 2019, for which a Public Hearing will be held on August 25, 2020 which will start at 2:00 P.M. before Hidalgo County Commissioners Court. 

Hidalgo County Urban County Program is processing a Substantial Amendment for FY’s 2015, 2016, 2017, 2018, & 2019.  The Citizen Participation plan normally requires that a Public Hearing be held at each of the participating cities that will be undertaking budget or program changes.  However, due to the COVID-19 (Coronavirus) Pandemic, it is very difficult to hold public meetings because of the threat of being exposed to someone who is infected.  As such, the UCP is requesting to suspend the City held Public Hearings and hold one Public Hearing at Hidalgo County Commissioner’s Court for procedural compliance.
