HIDTA Task Force-Grant (Fund 1291-Program No. 003 & 015)
1. Discussion, consideration, and approval to accept the Grant Agreement award no. I8PSSP573Z from the Executive Office of the President-Office of National Drug Control Policy in the amounts of $685,705.00 and $11,609.00, respectively for a total award amount of $697,314.00 for the period of 1-1-2008 to 12-31-2009.
2. Approval of appropriation of funds in the amount of $685,705.00 (fund 1291, program no. 003) and $11,609.00 (fund 1291, program no. 015) for a total amount of $697,314.00 for the period of 1-1-2008 to 12-31-2009.
3. Approval of Salary Schedule (fund 1291, program no. 003).

HIDTA Task Force Command Center- (Fund 1291-Program No. 002)
1. Approval of unappropriation of funds for the HIDTA Task Force Command Center, fund 1291 program no. 002, in the amount of $950,000.00 (Note:  This account number will no longer be active).

HIDTA Task Force-Chapter 59 State Asset Forfeiture Funds (Fund 1251)
1. Approval of appropriation of funds for the 2008 Chapter 59 State Asset Forfeiture funds in the amount of $530,266.00. 
2. Approval to transfer various employees from HIDTA Task Force Command Center, fund 1291 program no. 002 to HIDTA Task Force-Chapter 59 State Asset Forfeiture Funds, fund 1251 (please refer to attached new Salary Schedule).
3. Approval of Salary Schedule (fund 1251).

HIDTA Task Force- US Dept. of Treasury Funds (Fund 1252)
1. Approval of appropriation of funds for the 2008 US Dept. of the Treasury funds in the amount of $419,734.00.
2. Approval to transfer various employees from HIDTA Task Force Command Center, fund 1291 program no. 002 to HIDTA Task Force- U.S. Treasury funds, fund 1252 (please refer to attached new Salary Schedule).
3. Approval of Salary Schedule (fund 1252).

The funds identified as "Asset Forfeiture" constitute funds that were generated through the utilization of state forfeiture statutes and participation in the forfeited assets sharing programs through the U.S. Departments of Justice and Treasury.  As such, these funds are therefore governed by the "State of Texas Code of Criminal Procedure, Chapter 59.06 Disposition of Forfeited Property" and "A Guide to Equitable Sharing of Federally Forfeited Property for State and Local Law Enforcement Agencies" statutes as to their use, expenditures and accountability.

On January 2, 2008, the Hidalgo County Commissioner's Court approved the 2008 HIDTA Task Force Asset Forfeiture budget and salary schedule (account number 1291-412-00-270-002-0-xxx).  The Asset Forfeiture budget was a combination of state and federal funds.  To simplify the required State and Federal annual reports, the County Auditor's Office agreed to separate the assest forfeiture fund into four different funds, which are as follows:

     1.  State of Texas - Chapter 59 Funds
     2.  U. S. Department of Treasury Funds
     3.  U. S. Department of Justice Funds
     4.  Other Forfeiture Funds
